A slow packer is rarely the cylinder; check the power-unit pressure, tank level and relief setting first.
Air in the circuit and worn manifold valves also rob force. Rule those out before condemning the cylinder.
HCIC power units are supplied tested, with the manifold configured for the application, to reduce field surprises.
